This research addresses (legal indicators and their role in stimulating innovation within tourism development, and the relationship of this to achieving sustainable development goals), The research seeks to answer the central question: To what extent can legal indicators stimulate innovation in tourism development, and how does this relationship contribute to achieving sustainable development goals? This research aims to evaluate the effectiveness of the current legal framework in Jordan in supporting sustainable tourism innovation. The research relied on the descriptive analytical approach, through analyzing relevant legal texts, reports of international organizations, and academic literature, The main findings revealed the weakness of the current legal framework in providing clear and direct incentives for sustainable tourism innovations, and the existence of major implementation obstacles represented by the lack of infrastructure and weak coordination between the relevant authorities, These factors combined contribute to the decline in the competitiveness of the tourism sector and hinder its effective contribution to sustainable development. Based on these findings, the study recommends the development of a comprehensive legislative framework that encourages sustainable tourism innovation, including financial and procedural incentives and clearly integrating sustainability criteria. It also emphasizes the importance of simplifying administrative procedures, enhancing coordination among relevant stakeholders, and investing in infrastructure to enhance the sector's competitiveness and achieve sustainable development goals in tourism.
